Can You Leave the Airport on a Singapore Layover
The answer is conditional. Singapore's Immigration & Checkpoints Authority (ICA) operates the 96-hour Visa-Free Transit Facility (VFTF), which lets some transit travellers enter Singapore without a visa. ICA's guidance states this facility "may be available to" specific nationalities under specific conditions — it is not a general right, and eligibility is assessed at the border.
Who Qualifies for the 96-Hour Visa-Free Transit Facility
ICA states that if you are in transit to or from any third country via Singapore, you may be eligible for the 96-hour VFTF if you meet these requirements:
- You may enter Singapore by any mode of transport but depart only via air or sea.
- You must have a valid onward air, ferry, or cruise ticket departing Singapore within 96 hours.
- You must have a valid visa or long-term pass (with a validity of at least one month from the date of entry into Singapore under the VFTF) issued by and/or good for entry into any of the following countries: Australia, Canada, Germany, Japan, New Zealand, Switzerland, United Kingdom, or the United States of America.
ICA specifies the nationalities the VFTF "may be available to": nationals of the Commonwealth of Independent States (CIS), Georgia, India, Turkmenistan, and Ukraine, as well as selected nationals of the People's Republic of China (PRC) who are not holding ordinary, diplomatic, public affairs, or service PRC passports.
The CIS, per ICA, refers to Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, and Uzbekistan. The selected PRC nationals include holders of the PRC Travel Document, the Hong Kong Special Administrative Region (SAR) Document of Identity, and the Macau SAR Travel Permit. Holders of ordinary, diplomatic, public affairs, and service PRC passports are excluded.
When the VFTF Does Not Apply
Meeting the VFTF criteria does not override Singapore's normal entry rules. ICA states that transit travellers who satisfy the VFTF criteria "will have to meet the prevailing entry requirements before they are allowed entry into Singapore," and that assessment for entry is determined by ICA officers at the point of entry.
Extension of stay for transit travellers under the VFTF is strictly not allowed. If you do not fall within the eligible nationalities or lack the required onward ticket or valid visa or long-term pass from the listed countries, the VFTF does not apply to you.
Choosing by Your Layover Length
If you hold an eligible nationality and meet every VFTF condition above, you may enter Singapore and leave the airport during your transit. If you do not meet the conditions, plan to remain within the transit area of the airport.
Before booking, confirm your own position rather than assuming. ICA's official "Check if You Need an Entry Visa" page lets you check whether your passport requires a Singapore entry visa; PRC passports, ICA notes, may be eligible for the VFTF and should refer to the facility's terms directly.

Does the VFTF let me enter Singapore by train or car? ICA states you may enter Singapore by any mode of transport, but you must depart only via air or sea. Arriving overland and leaving by air would not satisfy the departure condition.
My onward ticket does not depart within 96 hours. Can I use the VFTF? No. ICA requires a valid onward ticket departing Singapore within 96 hours. A longer gap does not meet the facility's condition, and extensions are strictly not allowed.
My visa is valid, but for less than one month from my entry date. Is that enough? ICA requires the visa or long-term pass to have a validity of at least one month from your date of entry under the VFTF. A shorter validity would not satisfy that requirement.
